Closer contact with the technological might of the West, however, forced Shōnan to revise his approach to the foreign menace. Shortly after the arrival of Perry, when the Russian admiral Putiatin arrived in Nagasaki to open trade negotiations for his country, Shōnan submitted a memorandum to the Japanese negotiators which marked the beginning of his transformation into an advocate of foreign trade.
